July 27, 2010 After being signed by the Mayor, the law underwent a 30-day Congressional review period. Neither the Senate nor the House acted to stop the law, so it became effective when the review period ended. Patients are permitted to purchase up to two (2) ounces of dried medical marijuana per month or the equivalent of two ounces of dried medical marijuana when sold in any other form. Approved Conditions include HIV, AIDS, cancer, glaucoma, conditions characterized by severe and persistent muscle spasms, such as multiple sclerosis; patients undergoing chemotherapy or radiotherapy, or using azidothymidine or protease inhibitors.
As for Washington DC recreational marijuana: In November 2014, D.C. voters overwhelmingly approved Initiative 71, which legalized the limited possession and cultivation of limited amounts of marijuana by adults who are 21 or older. It made no provision for non-medical sales and does not apply on federal property, including the national Mall and Interstate 295. For those under 21, it left in place the decriminalization law, which imposes a $25 civil fine.
Council members Grosso, Orange, Evans, and Nadeau have sponsored legislation to create the regulatory framework necessary for a responsible marijuana industry. The Marijuana Legalization and Regulation Act of 2015 would allow the city to register and regulate marijuana cultivators, product manufacturers, retail stores, and testing labs and to impose taxes on the sale of marijuana to adults 21 and older. Unfortunately, Congress attached a "rider" to an appropriations bill that blocked the council from spending any money to enact a law that would reduce penalties associated with the use, possession, or sale of marijuana. This rider is set to expire on September 30, 2016. Even if they do, there are other paths forward. The Local Budget Autonomy Act may allow the District to tax and regulate marijuana using its own local funds. Or, Mayor Bowser could use special savings known as "reserve funds" to tax and regulate marijuana. Although Congress could still block a tax and regulate bill, it would have to do so by passing a joint resolution in both houses that would be subject to presidential veto, which is much more difficult than attaching a rider.
Some states call it a Budtender, Dispensary Agent, Compassion Care Technician or Patient Liaison. No matter what the title is, the job description is the same - it is the person that works behind the counter of a medical marijuana dispensary and here at HempStaff, we believe they need to be trained. They are the product specialists whose main responsibility is to be a product specialist. This person must be trained to work with cardholders and help educate patients on how cannabis can alleviate some of their medical symptoms. Dispensary agents must be able to not only work with cardholders on the products that may work best but also how to use these products and what the appropriate dosages should be.
After passing the course, HempStaff offers you a resume review to help you get your document looking the best that it can before you start sending it out for posted positions. And of course, when our recruiters are contracted to fill entry level dispensary agents or cultivation site workers, we review our student’s resumes and contact them first!
