In Rhode Island, patients can have up to 12 marijuana plants or 2.5 ounces of cultivated marijuana. Approved Conditions include Cancer, glaucoma, positive status for HIV/AIDS, Hepatitis C, or the treatment of these conditions; A chronic or debilitating disease or medical condition or its treatment that produces cachexia or wasting syndrome; severe, debilitating, chronic pain; severe nausea; seizures. If you have a medical marijuana registry identification card from any other state, U.S. territory, or the District of Columbia you may use it in Rhode Island. It has the same force and effect as a card issued by the Rhode Island Department of Health. The first dispensary, the Thomas C. Slater Compassion Center, opened on Apr. 19, 2013. Compassion centers must be operated on a not-for-profit basis.

Legislation allowing those with past marijuana convictions to have the charges expunged (removed) from their criminal record has been signed into law by Governor Gina Raimondo (D).

House Bill 8355 and companion measure Senate Bill 2447 allows those with past convictions for crimes involving the possession of less than one ounce of marijuana to petition the court for an order of expungement. It states, “Where the court has determined that all conditions of the original criminal sentence have been completed, … the court will order the expungement without cost to the petitioner.”

Gov. Raimondo recently indicated that she will again propose a plan to legalize marijuana for adults in the upcoming 2020 legislative session

The Department of Business Regulation recently proposed new regulations for the state’s medical marijuana program, including a plan to implement a lottery system for awarding new compassion center licenses to qualified applicants. The public comment period for these rules will extend until December 21, and the department will hold a hearing on December 6.
